The Iranian Journal of Blood and Cancer (IJBC) is committed to maintaining high standards of peer review, editorial independence, publication ethics, and transparency in its publishing practices.
To support the costs associated with manuscript processing, peer review management, editorial services, production, online publication, website maintenance, and long-term preservation of published content, the journal will introduce an Article Processing Charge (APC) for manuscripts accepted for publication.
1. Article Processing Charge (APC)
Effective from 01 September 2026, an APC of 8,000,000 Iranian Tomans for Iranian Authors and 300 USD for international authors will apply to manuscripts that are accepted for publication in IJBC.
The APC applies only to manuscripts accepted on or after the effective date of this policy.
Manuscripts submitted before the effective date will be processed according to the publication fee policy applicable at the time of submission, unless otherwise stated by the journal.
The APC covers the standard costs associated with the editorial and publication process, including manuscript handling, peer-review administration, editorial processing, typesetting, online publication, and long-term accessibility of the published article.
2. No Submission Fee
IJBC does not charge a submission fee. Authors can submit their manuscripts without making any payment at the time of submission.
3. When is the APC Charged?
The APC is requested only after a manuscript has received a final editorial acceptance decision. Authors will not be asked to pay an APC before the editorial decision has been made. Payment of the APC is not a condition for peer review and does not influence the editorial evaluation or publication decision.
4. Editorial Independence
IJBC strictly separates editorial decisions from financial considerations. The ability or willingness of an author to pay an APC has no influence on the peer-review process, editorial decision, or acceptance of a manuscript. All manuscripts are evaluated according to their scientific quality, originality, relevance to the journal's scope, methodological rigor, ethical standards, and compliance with the journal's editorial policies. Editors and reviewers are not involved in decisions concerning APC payment, waivers, or discounts.
5. Waiver and Discount Policy
IJBC recognizes that publication charges may represent a financial barrier for authors from certain countries or institutions. To promote equitable access to publication, the journal may provide full or partial APC waivers or discounts to eligible authors. Eligibility for a waiver or discount may depend on factors such as the author's country of affiliation, institutional support, funding availability, or other relevant circumstances determined by the journal.
Authors who wish to request a waiver or discount should contact the journal at the time of submission or before acceptance, preferably before an APC invoice is issued. A request for an APC waiver or discount will be handled independently from the editorial evaluation of the manuscript. Requests for waivers or discounts will not influence the editorial decision. The availability and extent of a waiver or discount are subject to the journal's current waiver policy and available resources.
6. Additional Publication Charges
IJBC does not normally charge authors for routine manuscript submission or peer review. Any additional charges that may apply to specific services, such as exceptional production requirements, will be clearly communicated to the authors before the relevant service is provided. Authors will not be charged unexpected fees without prior notification.
7. Refund Policy
Once an article has entered the final production or publication stage, APC payments are generally non-refundable. If an APC has been paid and the journal subsequently determines that the article cannot be published because of an error attributable to the journal, the case will be reviewed individually and an appropriate resolution may be considered. No refund will normally be provided when publication is delayed or discontinued because of circumstances attributable to the authors, including withdrawal after acceptance, failure to respond to editorial or production requests, ethical concerns arising from the authors' conduct, or provision of inaccurate information. Any refund request should be submitted to the editorial office with the relevant payment and manuscript information.
8. Changes to the APC Policy
IJBC may revise its APC, waiver, discount, or publication-fee policies when necessary. Any substantial change to the publication fee policy will be announced on the journal's website and will include the relevant effective date. Unless otherwise stated, changes to the APC will not be applied retroactively to manuscripts submitted before the effective date.
